Romans 13:1-7

Governments are a way God created so that the world, societies would have some order.  There are many ways in which this can be abused like any system, but on the whole Paul is saying that since God installed the authorities to provide for justice and order, submit to them.

Romans 13:8-10

Once again Paul comes back to the idea of love being central to the Christian faith and that it fulfills, it is the underlying principle behind the Torah.

Romans 13:11-14

Day and night: nighttime was very dark in the days without electricity and that is when many things went unchecked and many people did evil deeds.  That combined with the idea of the day of the Lord coming, the day of salvation, the future age to come when all things would once again be perfect, the way they are meant to be, this age is coming near so get ready!
