Background: Deuteronomy 28-30
Romans 10:5-13
D28: if you do this, you will have favor from God.
D29: but if you don't do this, you will not have favor from God.
D30: BUT if you don't do this, but you come back, return to God, you will once again receive favor from God.
So Israel found themselves living out D29 in exile under oppression from foreign rule and they clung to their badge of identity as God's chosen people. The more they clung to it, the more they believed that THEY were better than those without God's laws. This Paul says is righteousness by law.
But it was always meant to be about righteousness by faith, or right standing by faith, or justification by faith.
The word is near you as it also says in D30:11-14 such that you don't have to go to heaven because Jesus already came down, and you don't have to go into the depths of the deep for Jesus already rose from the dead.
The word is in your mouth and in your heart and is here for anyone who believes Jesus is Lord and has been risen from the dead.
Romans 10:14-21
This should make us want to kiss the messenger who brought us the good news.
But those who were most likely to have received this message failed to understand it, and those who weren't even looking for it, found it.
And Paul quotes from Psalms, Deuteronomy and Isaiah, 3 sections of the Hebrew Bible to say that this very thing was actually prophesied for in the Old Testament.
So Paul continues his plea...wake up, fellow Jews and see that Jesus is the Messiah you have been waiting for!
